Will be on STT over NY's.Looking for fun live Reggae,Soca music.Not going to BVI's so no Foxy recs.Is there a big outside party somewhere with live music and good bbq?

Yes, there's a group that does an annual event, but I have to think about which group it is.

I think Yacht haven Grande does a New Years event.
All the hotels have some activity as well but exactly what, who knows, since it's only October.
Probably Latitude 18 as well.

But I don't think those are reggae Soca. I think the same group that's doing roots reggae parties does a new year's celebration. They're usually done in conjunction with Kwanzaa.
