Customs and day trips to BVI

Hey Guys-
I need some help. I understand that there are some new customs regulations about clearing into the USVI from the BVI. Can someone clarify this for me. We are planning on renting a boat and travelling to the BVI. Will this affect day trips? I understand that you have to have a 24 hour electronic notice of re-entry into the USVI. Any information will be appreciated.

We did a day-sail this past June to Tortola. The next day we had to goto Customs in Cruz Bay (St John) to fill out a one page form and have our passports swiped.
