Is WICO dock the same as Havensight dock for cruise ships?

We will be arriving in St Thomas next month... on the Carnival Dream.. and I wanted to know if the WICO dock.. is the same place as the Havensight dock...( i know it is not the CB dock. )
Any input would be appreciated! Thx...
