Congo Cay (if that is the right congo), is the cay behind (N of) Lovango toward St. John. I've dived there, but never snorkeled. The water is exposed to the north, so it might be rough for snorkeling. Also, it is a boat trip to get to it.

the pass between congo and lovango cay is shalow enough to do snorkling you will need a boat to go there. nice beach to hang at if you rent a small inflatable from cruz bay and make a day out of it.the little beach is on lovango and is protected from ruf surf by congo.it might still be for sale $3-5 MILL.but you can hang out for free!enjoy
