Spikes in road near Red Hook?

I don't remember which road I was on exactly, but it was going North out of Red Hook I believe. Maybe 38 or 32? Anyway, we saw what looked like spikes in the road.... I'm assuming they were not actaully metal spikes, but could someone tell me what they actually are? They were quite a scary sight at first.....

rubber spikes to mark were there is a water mail line as they were repaving the road..
