I don't know if this is exactly what you are looking for but I found this web site that calls themselves the best of the USVI. It may just be an advertising board but it was helpful either way.

Every year the USVI puts out a list of the best restautants..delis...bakery etc. They even have the best hardware store...stuff like that. It usually appears in the local paper with the results, but this year I didn't see it.
The Virgin Island Daily News puts out this list.

Contact them to find out when this is coming out. I thought it was to be put out in January.
One caveat: The list is based on advertisers with the Daily News, so it isn't a fair competition...
I'm not sure when the list will be published but the certificates have been given out to the individual businesses who "won".
