I have been watching for awhile. Why are the new ferries docked at Cruz Bay? I thought they were already operational.

"Tax clearance letters are not necessary from our perspective," Smalls said. "What is required is a business license, and in order to get to a business license, you would have to have a tax clearance letter."

So how come all these ferries are still operating while owing millions?
Twilight Zone, indeed. Suspend all disbelief!
