Joe,

I don't think you can smoke on any airplanes, SST or otherwise. (So sorry, I just couldn't resist.)

On St. Thomas (STT) most enclosed buildings do not allow smoking if my memory serves me correctly. I don't know if it's by law or by request. Open air establishments generally allow smoking, but, of course, consideration of those around you would determine whether or not to light up. I'm a smoker and I've never found a lack of smoking opportunities. Cigarettes are also quite cheap in St. Thomas, less than $20 per carton as of last summer. You can bring up to 5 cartons back to the mainland.
