AT&T cell phone on St John USVI

Just got my daughter's AT&T cell phone bill for $1140. Before Irma her bill was $59.
We have a nationwide plan with unlimited data. It seems that with AT&T towers down they rely on towers on the British Virgin Islands to carry the calls. They are charging International call rates for all her data and voice since Irma. Customer Service refuses to credit these calls claiming they are made from the BVI. Not so, her passport is out of date, and she is not able to go there.
